BB not changing folders via MIDI?

command is msb 0 0 lsb 32 05 pc 4 (for example)

All BB will load is folder 4…if I change lsb to say 2 it stays in folder 4…would a reset perhaps fix this?

What is the result if you do this

msb 0 0 lsb 32 04

Just changing MSB / LSB has no immediate effect, you need to send the PC to cause the switch. Nothing will change until a PC is received.
