Can BB’s MIDI OUT be sent to all channels? Because I have conflicting CC commands for two effectors, I can only control them through different channels. However, I want both effectors to receive BB’s PC commands simultaneously.

Only the MIDI IN is able to be set to omni, there is no way to set a command to omni to the output. Commands from a device are typically sent to one channel at a time, the only normal typical are sysex commands and realtime commands like Stop and Start
If you would like to send a command to several channels at once it would have to be sent using a customizable MIDI controller, like the MIDI Maestro

MIDI OUT does not have the OMNI option, only MIDI IN has it. My BB firmware version is 4.1.6
Did I understand correctly that when you change the song on BB your other devices will change their preset etc accordingly? This is very interesting configuration which I haven’t thought previously 
But on the other hand, you are sending CC to the other two devices, right? But you are not selecting BB songs via midi, right? If you were selecting them via midi then you could just send the PC on multiple channels 
The channel in MIDI can only be value of 0 to 15 on output. Omni doesn’t strictly exist on output.
It’s an input feature. It’s up to the input device to choose to listen to which channels it wants from a single channel up to all of them (omni)
This is true for all Midi devices and is not specific to the BB. It’s possible there’s some interesting device that repeats messages across multiple channels to give the appearance of Omni output. And some midi messages have no channel so are effectively omni when sent.
