If the power IC has a thermal pad, you are mostly required to use hot air to desolder it, and may need the hot air on both sides of the PCB. I have replaced these before without hot air by chopping the part up with a Dremel grinder tool, down to the heat pad, and then desoldering that from the top. But resoldering the new part is nearly impossible without a hot air tool as you have to get the board and part to the solder melt temperature. In that case I used a small amount of silver epoxy on the heat tab and soldered the pins normally, that worked well and the part has worked fine for years now.
It’s actually easy to remove and replace such parts if you have the correct tools and experience, but without that it may be very difficult to do properly. There are SMD soldering videos on youtube that will help though.
